I'm encountering the same issue. Whenever I put it down into the map, within a couple of minutes the crime factor goes through the roof, just with this building

There is nothing in the building stats that would cause this as far as I can see might just be you.

I will lower the weekly cost as soon as the game stops crashing when I try :) forgot to put it down from earlier.
