Report a translation problem
I mulled it over a bit, and I realized that this isn't discussed in the official SFM tutorials, nor do you really encounter it in an average SFM session. As I was typing up a response, I also realized that my answer was still fairly confusing. Instead of a written reply, I've made a quick tutorial image and added it to the page, just in case anyone else runs into the issue in the future. If you have any more issues with soft time selection, I recommend checking the SFM official tutorial "05 time selection". He talks about it a bit more indepth, starting at 2:50.
SFM's Graph Editor refuses to do local rotation around an axis. When you rotate with the graph editor selected, it rotates the wheel around the world axis(regardless of whether or not you are in local rotation mode, which is very weird). If you want to do a spinning wheel, you'll have to do it using the Motion Editor, by selecting time and using falloff the create a local rotation around the axle.
