@Har Har Man: Had a quick look at Dustbowl but I don't immediately see anything out of place. If you've double-checked your addons, etc... then, I'd recommend being more specific.
yeah let it conflict with the default half life 2 textures and NEVER fix this
(by "base assets", I think I was referring to TF2's maps and models, but anyway, it's too confusing)
Just to be 100% clear: you are indeed correct that this addon replaces HL2 map textures. This is done because there is no reasonable / infallible way to dynamically replace map textures (if that is even possible at all) based on a vague condition like "only TF2 maps", and this has always been a known caveat of this addon / addons similar to this one.
(Note that I say "map textures" because this addon actually provides a custom HL2 world model that circumvents the TF2 / HL2 shotgun texture conflict.)
My recommendation is to disable / enable this addon as needed.

go to /garrysmod/cfg/mount.cfg add a line which points to your tf2 folder labeled "tf2"
