To get the old-fashioned feel use the following additional steps:
- Fill the background layer with Filter->Render->Clouds->Plasma
- Reduce the saturation to 0 (make it gray scale)
- Colorize it until it looks similar to the above
- Create a layer on top of everything, use the free select tool to draw the edges in and fill with black (you may need to invert the selection after finishing it)
