I believe I know the reason why these are broken, and it seems to be affecting most, if not all of the animatronic SNPCs. The console commands won't appear in the console at all, nor do they work, which also renders the Freddy Mask useless.

Can you do all the Animatronics all in one pack like
Fnaf 1 put it in one pack with all the characters or if you
want to create a all package that is your choice

For all those people having trouble making the NPCs move, follow these instructions.

1. Open up the console

2. Type in below "nav_generate"

3. Restart garry's mod

And your fixed!
