This design was revamped in the revived episode

They are set in the alternate universe with john lumic being like davros but for cybermen.
The cybermen in it have promptly a C for cybus however the ones in "a good man goes to war" have Os but are supposedly not from the alternate universe despite the design being the exact same thing.

It was confirmed that the remaining cybus cybermen eventually met the mondas ones and they assimillated their forces cause they were the same thing. The mondas ones had the same design, sans the C on their chest. Thats why in a good man goes to war and closing time they dont have cs.
