well, all the fans are weak, and need their weakness, thats why jacket is better, tony is for a challenge, maybe ill make it not be able to pick any weapon

At the moment, there's not much reason to pick him over Jacket with the Tony mask, so i'm hoping for balance changes in the future, as ThreeWordPhrase said, it'd be very nice to gain Health+Sanity after a kill, it'd fit his playstyle and make him different from Jacket.

I believe the author is trying to refer to the tony from hotline miami 2, where he cannot equip weapons (hence why he said "Another Fan")

Make him get Health and Sanity after kills like Wigfrid and he would be pretty balanced. Can't use Weapons includes tools like fishing poles and hammers?

100 damage might be a bit much. to put it into context the strongest melee weapon in the game, the dark sword, deals 56 damage.

not to mention, in hotline, you die in one hit. something like this should probably be in the mod (maybe by giving him low max health, or increasing the amount of damage he takes.)
