All in all, the reason this mod is still up as for other modders to see how it is done.
And even if it is outdated it works >.>
And if it didn't work I would not care enough to update it.
Learn how it is made and do it yourself, takes 30min to learn and repeat my steps.

But to rebuilt a city you have to attack the ruins with a army. (this works for both nomads and normal armies)
I heard the way the AI behaves is influenced by leader traits.
But ofc I am making mods, it was a old mod I made at release, but I made a few changes.

Maybe their armies are thight up elsewhere.
