Revisiting Civ 5, I feel like this mod would go great with a mod that adds demons in the game - some mess along the lines of "oh hey, future tech? DEMON INVASION" using the Raging Barbarians gameplay modifier as a template or something.

Not as far as I know. I created the mod with G&K and BNW but it should work with or without any DLC.

Very awesome! Though, wouldn't doom guy just technically be a particularly badass XCOM though? XCOM gives off the whole "Space Marine" vibe.

There is a rarely-used entry in the UnitClasses table: MaxGlobalInstances. Now I'm not entirely sure that means there can only be one at a time, or there will only ever be one - i.e. when he dies he won't come back (which, considering his penchant for escaping from Hell, kinda sucks). But if there is a Doomguy on the map he will be the only one around at least until that one is killed.
Speaking of which - good luck with that.
