Are you using any other mods? It is possible one of them might be causing a conflict. (That's the most common cause of things not working)
Sorry, but this mod is completed, there will be no further changes. The Civ selection was based on a variety of factors, of which military strength, while important, was just one factor.

You do not need to edit the xml to change the leader portraits in this mod, simply replace the appropriate image file at the path above with an appropriate (same size/format/name) image and you should be all set. While no xml editing is necessary, for best results you should know how to use either Photoshop or GIMP to get the image right.
At first I thought it was the mod "Great Spy (Brave New World)" that messed it up as it adds a new building to machinery, but I made a new save with all the same settings (Great Spy included) but this save instead playing as Pedro II and then I can see the icon in the tech tree. So for some reason it's just not working with Dilma Rousseff.
Sorry, but no. I've stopped modding for Civ5 ever since Civ6 came out. Civ5 is a great game, but after playing over 800 hours of it I've moved on.
Nukes, bombardments, artillery, air strike = no explosions!
It requires the Brave New World expansion, as that's what I have and built it on. It doesn't require any other mods: BNW is the only dependency.
I will, eventually, make a version for Civ 6, but it will probably be a 2018 version, not a 2017 version. I'm currently finishing my last mod/scenario for Civ 5, then I'll take a break from modding, then I'll start modding for Civ 6 with the goal of eventually creating a modern scenario for that game like I've done for Civ 5 and Civ 4.
Because when I made this a couple years ago I looked for 3D unit models other people had made (I don't have the skillset to make my own) and used those. Nations that have more UUs had more models created for them by modders, that's the only reason for the imbalance.
We have type97 mobile Infantry, type99 tank, J-10 jet, WZ-10 helicopter, 094 Jin nuclear submarine.
Also Japan should have type10 tank, plz add some if u can.
My final scenario for Civ5 is "Conquest of India", which covers the fall of the Mughal Empire and the ensuing scramble for India by many European and Indian nations. It's an idea I had all the way back in Civ4 (after I had created scenarios for Earth 2010, the American Revolution, and the Wars of the Diadochi) but had never gotten very far on. After making the two scenarios and three mods I've done for Civ5, I started on this last scenario early last year, but I only worked on it sporadically since I spent more time playing games rather than modding them. Now that Civ6 is out, I really want to finish it up before moving on to Civ6 modding, and given the current progress on it I should finally have it finished by the end of March.
If you don't like any particular leader, you can always conquer them. :-) Otherwise, you'll have to wait for the Civ6 version whenever I get around to making it (Firaxis needs to release a working Worldbuilder first), as I will not be updating the Civ5 version with newer leaders (I'm winding down modding in Civ5...just going to finish my final scenario and then call it quits).
