Which should allow you to build them, but this again is still viable even in Deity because you get benefits from capturing cities, granted AI will hate you but yeah.
Marcus Munitions:
Leader: Marcus Kincaid
Ability: No Refunds! - Additional gold from trade routes and influence from gifting military units to City-States (the latter being a reference to the Bloodshots worshiping him as a god after he gave them free guns).
Unique Unit Option 1: Hired Gun - Replaces either Riflemen or Great War Infantry. Costs less gold to purchase and comes with the "Bribe" promotion that grants a chance to capture defeated units (referencing Marcus' implied tendency to sometimes send assassins to eliminate his competitors in the most literal sense and seize their inventory for himself).
Unique Unit Option 2: Arms Dealer - Replaces Missionaries. Generates gold when expended to convert cities to your religion. A reference to his giving away guns to the Bloodshots.
Unique Building: Marcus Statue - Replaces the Shrine. Gives a production bonus when building land units, and is basically the statue found atop the Bloodshot Ramparts.
Torgue Corporation
Leader: Mr. Torge
Ability: Gyrojets - Gunpowder melee units deal additional damage in combat (we'll say +15% combat strength). Referencing the fact that as of Borderlands 2, all Torgue firearms fire gyrojet projectiles with explosive properties instead of conventional bullets.
Unique Unit Option 1: Badassasaurus - replaces either the GDR or Modern Armor, and can launch a ranged attack with its missiles before engaging in melee combat with its flamethrower (basically the Impi's ability).
Unique Unit Option 2: Torgue Bike - replaces the Machine Gunner. Basically it's a machine gun that can move at twice the speed of the regular one, being able to move 4 tiles per turn by default.
Unique Building: Torgue Vendor - Replaces the Armory and gives a 10% production bonus to building military units.
Dahl Corporation/Lost Legion (led by either Harcheck or Colonel Zarpedon)
Torgue Corporation (led by, you guessed it, Mr. Torgue)
Eridians (led by the Eridian Sentinel)
Bandits (led by either Baron Flynt, Captain Flynt, or Flanksteak)
Slabs (led by Brick)
Scavs (led by either Deadlift or Redbelly)
Aegrus/Handsome Jack Cult (led by Professor Nakayama)
Claptrap Robolution (led by the Interplanetary Ninja Assassin Claptrap)
Zombies (led by Doctor Ned)
Sand Pirates (led by Captain Scarlet)
And finally...
Marcus Munitions (led by Marcus Kincaid). No, really, I mean the guy has a monopoly on virtually the entire weapons and ammunition markets on both Pandora and its moon Elpis, and one bandit faction LITERALLY worships him as a god, so that's gotta count for something. I even have a name for the special ability: "No Refunds!", though I'm not sure what it would do...
