What you've mentioned is supposed to be the default behaviour of the game, there's just a bug with the current patch version. In version 4.3, the game played all the AoK tracks, then Conquerors, then went back to the start.
I'm not sure what to suggest, sorry :( Try unsubscribing, restarting the game and then and re-subscribing? There's no obvious reason why it wouldn't work, as 4.1 didn't change the music file structure and it's working fine when I test it, so the issue's not with the mod itself. If you're having no luck, try the manual steps I've listed above to change soundtrack order.
From the game's main menu, click the Steam Workshop button. This brings up a list of all your subscribed mods. Find 'The Conquerors Soundtrack Plays First' and click it.
At the top right, you'll see a button that says either 'Enable' or 'Disable'. If it says 'Enable', click it. Now click the button towards the bottom of the screen that says 'Reload Assets'. Once done, close the Workshop menu and start up a game.
