Well, it's the german bank, don't think they employ any uneducated people.
There aren't any crime stats you could set in asset editor, so i didn't change anything here.

In game you have to go to unique buildings, then to the level 5 stage, and then move with your cursor over the different building items and search for. You can't see it immediately, cause the building appears with the "already built" icon over it,when the template its based on is already build in your city. But when you select the Deutsche Bank you can build it.

I'm not finding this asset in game. It appears on content manager and subscribed list, but not in game.
