But you can use any map with a ledge and make the bots do nothing via nb_stop 1.
Personally i start rounds and use a keybound alias to disable the director and give myself god mode, then i use the command bound to a key to make bots braindead.
bind "x" "incrementvar nb_stop 0 1 1"
So you can press the key, turn the bots into plants, have a little hang on the balcony without ever falling off because of god mode. And if you wanna get up, either enable the bots again or use the command "Give health" or somesuch.

I've done one that replaced it with an F-bomb, if that helps.

And no, i did not force godmode on.
Perhaps you have some vscript mod that forces godmode on when cheats had been enabled.
I have a question regarding this map of yours, and my question is the following:
Did you update this map?
I have this question because I was testing this map of yours and I was in the area where the common infected appear with a button, and for some reason I don't understand, they didn't damage me when I approached and my health bar didn't go down.
The same thing happened when I went to the area where the special infected can appear with buttons (and the same thing happened). I spawned a Tank, and when it hit me, it didn't lower my health at all. (I even thought I had the "god 1" command activated, but I didn't have it activated and I also had the "sv_cheats" command deactivated.)
And to clear up any doubts, I went to one of the game's campaign mode maps, and when an infected attacked me, they did lower my health bar. But the same doesn't happen on your map.
Did you modify it or something? Because I remember that any infected could damage me here.
Some people (anime mods) use a custom default animation, which ups the processing requirement when idle for no reason, which can cause crashes.
So i swapped the default animation to another one.
I won't go into detail on what happens behind the scenes, because its already just a matter of time until they figure out what's going on, rendering my crash fix useless.
Without having played literally anything beforehand.
It will work, unless you are doing it wrong without ever realizing it.
Installing TUMTaRA manually might even be a good call, as you no longer are getting the "map not found" bug when trying to load addon maps at any time after having played a map.
Which is a bit of odd game coding. So, neat.
But i don't know what's up with the "No addons support". Perhaps verifying game files might be in order.

downloaded new weapons from the workshop.
and i was testing their animations and sound.
while i used every weapon.
at the very end when i selected it.
the place went dark.
I could see the models of the soda miachines. but there's this hallway. a dark hallway.
the default inf models that were displayed? gone. the player human displays? gone.
i was so creeped out that i just quit the game.
is that intentional? or a bug?
Do it without the underscore and it will work.
You probably either made or downloaded a mod that broke the model.
