There aren't a lot of soviet style growables on the workshop. I added all I could find. I suggest using the RICO buildings. There's a bigger selection and you have full control over them. Also, you can use the RICO mod to to make lvl 1 growables into higher level ones. It will be the same building but with a higher level.

I started building a city with only the soviet style, and the little russian huts formed, however they refused to level up to level 2+ homes, despite having an abundance of education and parks. Are there not other level homes in the modpack?
