You do not need permission for this.
What you need permission for is taking that mod author's work and renaming it as your own and publishing it. Rusty's request for permission was for it to "not be copied" .. which is different from "not be used".

Oh and moderating the workshop IS part of where my nose belongs, if you did not know.
So please follow the Steam Workshop Subscriber agreement properly by respecting user created content which includes following said permissions of original work.
It's as simple as hypocracy. Stating origin is under his ownership is like saying he came up with the design.
In light, I do not understand. I did not ask you. I am speaking to rusty, not his army.
So thanks for putting your nose where it doesn't belong.
A) Siege is not entirely under your ownership, as it belongs to multiple authors who verbally intended free and open use of it. Even so, It has been forked and all of your code and UWE code has been removed (3,500 lines of code) and is now an original project free to use for all once again, as originally intended by said authors.
B) Permissions for workshop uploads *will* be upheld per the Subscriber Agreement of Steam Workshop content. You are free to use this mod, but not copy it / rename as your own, per the author. If you wish to make this map from scratch, much like how your code has been removed from Siege, by all means compete for the same name.
