in my
\steamapps\common\insurgency2\insurgency\custom
folder; I also found another file named
486334270_0_tbs_ns.vpk.sound.cache which is really weird! after I removed it, the mod started working again!
(as in custom\TBS_NS.vpk, do not place the vpk in the workshop folder).
If it still won't work, try renaming it to something like 001_TBS_NS.vpk.

you can see it loading in random orders by opening the console right after you start the game

Did all of the instructions you gave to linzoid and still doesnt appear :/
