Report a translation problem
You would want to download the Creation Kit and load the mod's file. Then, you would need to navigate through the items & such in the game until you find what is added by this mod. Keep in mind that I did this with a version of the mod that had been installed by the Nexus Mod Manager, and I'm not completely sure if it has a different installation method than the Steam Workshop. It shouldn't be, but it may be. So keep that in mind.
Sorry for got getting back to you sooner, I had not noticed your comment. As for what you actually asked about, I've got no idea. The Hall of the Dead should always be open, unless you're in the wrong city, maybe? It has to be Whiterun's Hall of the Dead. There could be some mod that causes it to be locked, but other than that I'm not sure what could be causing your problem.
