Unless I'm missing something obvious, this faction is unplayable.

cause it made that "spawn you in outha space" thinngy, and there are no stations in this galaxy.......
or is it actually a feature?

Basically I love the idea for your mod but it could do with one improvement (also sorry for the wait revision for exams :P) the thrusters (in my opinion) produce wayyyy too little thrust. the drones are cool and all but flying around is kind of a pain. Not saying your mod is bad it just needs a very minor tweak. i did a little testing with you mod and increased the thrust ammount a tad and made playing as the faction really fun without it being over powered.
The middle two are freshly placed, but the others, after reloading, recolour to match the player's settings. It's a bit hacky, but it does keep the pieces (in this case the little photosynth triangle) out of the palette.

Unfortunatly, I have no way of changing the C cost, as it is dependent of the P cost.
The P cost of the hangars are high for balance reason.
Letting players make change to the design would break the balance.
Also, the whole concept of the faction is about the hangars, changing it would make it a quite generic faction.
If you change the filename of a blueprint so that the faction number is different, they can still be used in the blueprint field. Blocks in these blueprints won't appear in the upgrade menu unless they're on "proper" faction blueprints.
I haven't confirmed this for same-faction pieces, because I made all the pieces I didn't want the player to use owned by a different faction (which is just there to have the pieces and blueprints), and it works very well. The ships appear locked on the fleet screen if you try to copy them because of the blocks too.

You can easily get that information in the "mod" menu
To present the player from swarming, the ship despawn after a time.
You are a brick wall, yes, but if you meet any of the modded faction, you won't last forever.

The basic weapons of the "mothership" are quite long range, so... Unless you count a 2100 range weapon as close range?
What "drone" do you use? Fighter are fast and agile, even if they are more some kind of meat shield for bombers.
The only ships that are slow are the destroyers and above. Not every ship can go 900 km/h!
For the piece C cost, unfortunatly, I can't do anything, as it's directly linked to the P cost...
This faction is also very expensive in terms of unlocking new pieces, which cost thousands to get.

Second thing: blocks also don't appear in the player palette is their is no ship from that group with the weapon onboard.
In this mod, the technic I've use is:
-The blocks are of the right group (so they are colored right)
-The ship have the right [number]_[shipname] (here it's 215_GATCHighGaran ...)
-In the ship definition, the command={faction=XXX} is command={faction=217} rather than 215. making the block non available for the player.
I can suggest to you to hide a bit your hangar (put it between two wall to protect from lateral attacks)
The only permanant ship is the New Safe Heaven, a way for you to control sector.
Not the hangar part, but the "resource management" one
