The purpose was to demonstrate mapping basics.
And that's why it's small (and not fully textured) because it's supposed to be that way.
Valve publicly released it themselves long ago.
Not sure what you meant about "upper level"... do you mean that lift at the end of the stairs?
Maybe that's intentional for survival mode... usable things are sometimes disabled.
Survival mode is like that... you are limited to a smaller fighting area.

Everything inside the VPK is fully intact and not modified.
The only change was making the train car visible again.
"Yoko"'s version might not be the correct version.
