Use Advanced Building Level Control instead.

There is a mod that locks a building's level. Control Building Level Up v0.5 (Industries) by: boformer
it seems that building level: 1 = low wealth, 2-3 = medium, 4-5 is high wealth.
Therefore strict control over the building levels would allow to make slum districts look like slum districts (no Ferrari's) and with only a few houses at level 4 and higher for the high end cars.
Problem is that a lot of workshop buildings are level 4 and higher..
No, it just allows you to choose which buildings level up, they even continue to level up further afterwards as long as the land value is high enough.

Same issue with the American Ecclectic assets. Click the arrow, the green bar (continually) flashes for Level 2, but nothing levels up no matter how many times I click the arrow. :(
Removed the "Historical" status to see if that made a difference, but, it did not.
