The Papal state is the vatican. But I suggest they make a micro province inside of rome so after the unification of italy the Papal state will still exist.

@Seplop I moved Monaco a bit to the east.

Monaco shouldent eat up that much of Nice coastline. It should stay pretty far on the edge and eat a tiny bit of albenga as well.

San marino and monaco is not accurately located. Should move them as they look really bad right now.

@Stuyvesant: We have considered this, but it would bring up various gameplay issues so we decided against it. We'll give it another look, though!

@Toby Del: Realistically, yes, but this province size is already approaching the limits of clickability, especially if there are any armies stationed in the province.

@Toby Del Yes, these provinces should be smaller, but we can't make them to small or else they are too hard to see / select.

I think he means as a province owned by the Papal State that can become the capital if Rome is lost.

We felt like it would not be needed, considering the Papal State still exists, which is ruled by the pope and houses the papacy.

They are both worldly manifestations of the pope's spiritual power, and Vatican City is pretty much a replacement for the lands lost by the pope during the Italian Risorgimento.

As such, it is of a fundamentally different nature than the other microstates and wouldn't make sense to add, especially considering it was only created in 1929 and does not include a whole city, but a very small portion of it.
