This is radial menu bind, similar is used for QA and Orders. When you hold "O" button on your keyboard, a menu should to appear. Are you playing on XBOX?

It works with sv_cheats 1 only, for the local server hosted without lobby.
Or if any server has this mod, it will also work for players, but still need sv_cheats enabled.

You need just re-bind it again ( bind mouse1 +attack ) in console or main menu.
Aimbot automatically replaces your mouse1 button, when activated, you should to turn Aimbot OFF before quit, it will change mouse1 to normal bind

Prolly, you have used option "Stop NPC" and after this all NPC became inactive. Use it again to fix it.
