@YuenHsaioTieng You can't assess the balance of a civilisation based on a bug and/or mod conflict, but I had one report of a Gatling Gun respawning. When originally testing the code, I got 3 Tagmata when one Tagma was killed, for instance. At one time, I had an infinite number of Tagmata, but that was a different code lol. It seems the code's still broken, might not be able to fix it, which means I have to come up with a new effect.

Besides, I would rather choose a different leader from a different period/dynasty, since John II's already here, such as Leo or Heraclius.

@ianandsue5 Civ 5's XML files are usually found in C:\Program Files (x86)\Steam\steamapps\common\Sid Meier's Civilization V\Assets\Gameplay\XML
@JEELEN That's the thing, I can't find any mistakes. Must be something obvious, will attempt to fix it in the next update. I suspect this is the case with all new City names.
@scottjhebert True, that must be it. Still, it suprises me that the AI favours both the UU and the plantation over anything else.
@JEELEN That's strange, since this Plantation Improvement can only be built by Michael's Great Merchant replacement, which, PErsia should not be able to obtain. Perhaps, I think I've seen such cases, other Civilizations are somehow able to choose the Rumney Wine Merchant when they can choose a free Great Person. Also, if a City is conquered and a Rumney Wine Plantation was constructed, the Civ that conquered the City gets the Rumney Wine. I'll look into it, thanks.
You can download a ton of stuff on CivFanatics for your mods. What's also very helpful is to look at a simple Civilization Mod and all of the files, preferably one that uses XML. This looks useful:
