For some reason the frame is split in 2 smds, and one of them has a black vault suit with hands, also, why no regular US army paint or just the default texture.

How can I use the rig? I've used SFM a fair bit, but never really heard of an IK rig. When I do rig_biped_simple nothing happens, so is there a separate rig script I have to use?
