Currently, there is no need for a Mead Hall 2 to buy the Horsemen.
It is available at Mead Hall 1 as well.

But there seems to be a bug with the royal cavalry: they have no legs! Even in the screenshot. Would be great if you could fix it!:-)
The Normans used cavalry. As far as I know the Danes/Viking Raiders did not use (a lot of) cavalry.
Plus if you consider the distance between Denmark and England, it is quite far compared to Normandy and England. It's easier for horses to be transported over sea for a short distance.
But it doesn't matter anyway. I prefer the Danes without cavalry, but it's nice to have the option to play them with cavalry. Who cares if it's historically accurate or not.

Danes had horsemen, guys. End of story.
It makes sense in Head Cannon if you start to settle bigger regions and could make up that you 'developed' a cavalry force to deal with the Franks elite mounted units, but personally I hire mercenaries. It's a nice historically alternative. The celtic horsemen are plenty eager to get back at the English, after all.

BUT! If they were chasing a fleeing enemy, raiding the countryside or attacking an enemy in loose formation then they would have stayed on whatever horses they had because that was the right choice at the time. All cavalry units have a dismount button so you can do either in the game.
