But on that matter, then it would not work with out breaking things.
For example: In CC every quarry, mine, and newly added versions of those, can be upgraded bofore or after they have run out of resources. The second time you upgrade them, they have unlimited resources.
If some one was to put this mod above the CC file in the load order, it might work for placement, but odds are that it would break the ability to upgrade the quarry.

Maybe you can look into making a quarry and or mine 'Place anyware' mod that works directly with CC. As without CC the game is a bit, well bland.
The reason why so many mods "turn red" or conflict with CC is because of the massive scale of CC, and how many different things within Banished it changes. If CC changes a base file that controls persay the quarry or the mine and then my mod changes that same file, you have a very good chance of having a confilction between mods (they both changed the same thing). *Normally* placing the mod that you want to "win" above the other conflicting mod is enough to work and effectivley combine mods behaviour. Sometimes this will work, othertimes it may not, and it seems to vary from person to person, PC to PC. The only way to know is to just start a new game with both mods enabled (put this one above CC) and give it a go. If it works then come back and share your results with others to help people with similar questions in the future.

Im sorry to hear that, and it is very strange. Have you tried placing this mod at the very top of the load order, confirming the mod changes, and then restarting banished (exit) and start a new game. Please let me know if this helps.
so what i do now is on it ot place querrie then off after i place it.
