Sometimes they're in your downloads section but not unpacked. In that case, you could manually unpack them. Otherwise, see the troubleshooting section of any of the mods. Alternatively, you could manually download the wonders using steamworkshopdownloader.com or the link I've provided. Hope that helps.

They don't appear in MODS ingame when they are subscribed and have actually downloaded in my downloads part of Steam.

This would effectively add a layer of strategy for these wonders. Your cities can grow faster from owning only Green-Sap for instance. But whoever has White-Gold will make a slight profit instead. While the person with Crystal-Like-Law may be ahead in terms of technology. But make High Hrothgar while having Green-Sap, and your cities will grow slightly faster than before, and you gain some extra culture across your empire. If someone makes, say, Ada-Mantia after that, they will gain piety, and your Green-Sap and Snow Throat bonuses will be even greater as a result.

But this is just the rambling of a mid-tier lore nerd. Take it as you will, I just thought it would add a neat strategic element to a game relatively lacking in-depth features like what other Civ games have.

I think I may have come up with an idea for the Towers after the last message. A prosperity feature across all of them that is somewhat separate from any other feature they may have. To represent the Towers holding reality together, each one will give you an extra 5% of your resources per turn, Piety from Ada-Mantia, Culture from Snow Throat, (represented through something after making High Hrothgar,) Production from Red Mountain, (represented through something after making the Citadel of Dagoth-Ur,) Gold from White-Gold, Growth from Green-Sap, and Science from Crystal-Like-Law.

The more Towers that exist in the world increases this bonus by an extra 5% of said resource per Tower, and you cannot build more than one Tower in the same city. You can be richly rewarded for being able to build them all, but you gain more of something based on which Towers you have from some sort of Aurbic prosperity.

I didn't even know the Graht Oaks were one of the Towers, but I was mainly referring to the immense tree serving as the capital of Valenwood. I imagined some kind of bonus related to forests and jungles. Haven't figured out what exactly, I don't want a standard effect such as yields to Forest and Jungle tiles. Maybe something with the Green Pact. But yeah, I still need to research the Towers and design their potential effects :)

Elden Root? You're delving into a Tower there. Green-Sap... I wonder what sort of effect it may have on the world... I could hazard a guess of Crystal-Like-Law spawning units every era, one from the subsequent era and one from the previous era? Time and space are odd around that one. But Green-Sap? Not a clue of what you could make of that.

@Master Wizard Wither It is more or less alive, but it's a very slow process, because I have very little time nowadays and the next ones I'm making are Jorrvaskr and High Hrothgar, which both require extensive coding and art (at least one of them). After those two, I will move on to the significant ones in other areas of Tamriel such as the Towers, Elden Root etc. I always want my wonders to have some kind of non-generic or 'niche' effect (e.g. yields from snow tiles). That's why they take so long to make. But thanks, I'm glad to hear you like them!

Is this dead? If it is still alive somehow, it would be nice to see the Towers finished before it is truly dead. I have little hope for a world without the Towers holding it up. Good work on the ones made so far though. Skuldafn is one of those must-rush wonders now so no one can get the dragons.

And a slight unimportant thought though? Castle Karstaag is in ruins in Dragonborn, but fully stands in Bloodmoon.

Currently, my concept involves teaching shouts to Generals and Prophets. Still needs a lot of work, though!

Just for fun I tried adding all of these to Noel's 1939 mod.
It did not crash and they all showed up in the buildable list - so far so good!
But I soon noticed a strange effect - all coal deposits had been removed from the map. Why coal? Not important just a curiosity.

Blackreach here refers to the city underground. It is both the cavern and the city, at least the ‘modern’ name for the latter

Yeah the priory undercroft would be cool. Also, I subscribed to all the mods here but in my Mods section in Civ it only shows the Bard's College and the Aetherium Forge

The rating system is different here than most rating systems. People can thumb up or thumb down an item or collection. After 25 ratings, a rating will show up, if most of these are thumbs up, 3 stars will be the end rating. After 30-35 ratings or so of only thumbs up, it may become 4 stars. For an item or collection to become 5 stars, 160 to 200 ratings are needed, and mostly thumbs up of course. So yeah.. that's why :p

This actually makes me really happy. I have a few ideas for some mods myself, but given my impatience when it comes to modding, I can't make even simple things. However, I have plently of wonder suggestions, so would you mind if I told you them?
