I thought it only plays slower for people with lagging issues; I never had lagging issues and they sounded pretty similar in-game to the original files. Basically I made my own private sound pack (for my own use, not shared with anyone or on the workshop) which I made by downloading all of the sound packs and choosing the individual best files for each sound (i.e. your pack for Suburban Night, JP sound pack for Suburban Day, etc). I chose the sounds based on what they sounded like when I played them off-game, so I'll test them and see which ones I'll like/use. That's why I hoped you had the original sounds still, because I have no way of comparing the sounds between different packs to see what they're like :( I guess I can reduce the playback speed in VLC when trying them out, just wanted to make sure it wouldn't sound that sped-up in-game because I've never had that lagging issue before.
It's a great game but the original audio just doesn't cut it if you have to listen to it for hours. A problem a lot of paradox published games seem to have (I also had to make a crusader kings 2 audio mod for the same reason)

Reduced audio file sizes which should prevent the stuttering some people have experienced.

I can't help you with your technical issues. i don't experience this lag myself and you are the first one mentioning it here. As this is just a sound pack and no code was written by me I'd have to direct you to the creator of the ambient sounds tuning mod. This pack uses quite a lot of memory though so maybe it could create issues if you have a small amount of RAM or already loaded a lot of other mods at the same time.
And discussions about taste are never useful. The police in my area just happens to sound like that... ;)
Second, now I have tried to download this file to be able to listen to the different sounds.
The sound pack gives my game some lagging issues. Police cars, Fire trucks and Ambulances sound like an old Gameboy game, rather annoying to listen in a long run.
To be honest, the Metropolitan Sound Pack and the regular in game sound is much better than this sound pack.
Also japanese cities have a lot of sounds, fits perfectly in a soundpack.
