Do you actually understand that if we are talking about historical accuracy here attacking another christian without any reason would probably mean an excommunication from the church with riots all over your country and possible wars with other catholic countries who are more loyal to the Pope or just zealous?

You will lose 700 piety 600 prestige and get -25 opinion with all characters in the game, isn't that more than enought for the lost war over one county?
You should reduce the reparation cost but increase the piety cost for the declaration of war.
Or add other costs.
It should still make sense to fabricate a claim.
