Because CS:S came out before HL2.
i know that, cleaning this maps is not easy. so i just want to say, its great.

Not my map, so I don't particularly care. Ported it from SFM as a request originally.
The map didn't work for me, and others, so I tried re-porting it.
Save yourself the time, read the description.

CS:S came out in 2003, and so much stuff uses it, that you're handicapping yourself not having it and EP2. CS:S is the most important game to have mounted in GMod because the majority of the game uses content from it, including the base-gamemode TTT.
Way back in the day, GMod required you to own and have CS:S and HL2 installed just to run it.
i just wish some of these maps had more texture support, because that will save me from having to buy CSS
It's not stupid. Mounting L4D1 or L4D2 replaces a metric assload of props with versions that are different and don't match up 1:1 to the HL2/CS:S versions.
Might be the problem. I'd have to check.
I want to say those are CS:S filing cabinets. Do you have CS:S mounted?

If you get me a picture of where the error is that would help.
If the sky is a checkerboard, turn your graphics settings up.
Make sure it's not disabled in the add-on manager. Other than that, I don't know of any reason it wouldn't work unless it wasn't actually downloaded.
