I agree that it's a shame if his mods will be removed because of breaking rule 9, but he's not breaking the 8th rule.
He's not charging anyone for the use of his mods, as such he is not breaking the rule.

Anyway, you'll be surprised at how many people donate to modders and even more surprised at how much money some people have to kill. Haha
