But whichever version you are playing, I think you should unsubscribe from the mod, delete its folder from the workshop, then subscribe again. Things may be conflicting with something else. This should fix it, hopefully.
You might want to check out Divinity 2 necromancy and summon related skills for some inspiration.
I need some major help. I started this mod as a PsiOps with sectoid's Raise Dead, with no plans for more, but kept expanding it one skill at a time. Ended up with what it is now.
I'm happy how it grew, but it's far from finished and I have no time for it. My life is madness, and I don't see me having any time whatsoever until next year at least. And by then something new will pop up...
In short, I'd like to ask someone if they would be willing to take over, or just help with the mod? With full credits, of course.
The biggest problem is that it has no animations. I have no idea how to make those. There's bugs here and there. Some optimization will be welcome too.
If anyone is interested in taking over, please let me know.

@Juris Fabium: Hi. I don't know how to give resources with the console. But the staff's ID is "Necro_Staff_WPN", "Necro_Staff_L2_WPN", "Necro_Staff_L3_WPN". Hope this helps.
@Michael Stevens (Educator) : I've been thinking about the vanilla version, but i honestly don't know what else to do on this guy. The Shaman levels on this are up to level 6. (I need to update my picture...) What else is there to do? Seriously. No promise, but I accept suggestions. *Shrug*.
Now, every time I get her as a soldier, she comes out as a Necromancer no matter what.

That's why I have Commander's Choice enabled.
So I suppose what I would need would either be a way to make the game give Character Pool soldiers the class I set them to have, or a console command to equip her with a Psi Amp.
Does either exist / is either possible?

@AniGa: They get equipped with their gear when they become a squaddie. I can't account for Commander's choice doing weird stuff. Try training one from the training school.

The download for WotC and the new toolset finished at night, and i've been digging through the mod all morning. I still have some things to do, but it compiles and looks fine from a distance.
One change i made is give him ability to wear Reaper armor. So now you can have that robed, hooded, staff-wielding look.
The upload coming sometime today. I can't give an estimate!
