Once you've put the converted .FBX and .jpg/.png into the Cities: Skylines import folder, you should be able to open them up in the asset editor.
The model files are saved as a .object file (NOT .OBJ! THOSE ARE TWO DIFFERENT FILE EXTENSIONS!) You can extract those files to anywhere you like. .object files are unique to the CIM game. As far as I know, Blender is the only program that can open them, but you'll need to download an addon to do so. Once you've downloaded the addon and installed it to Blender, you can now import that .object file into Blender, then export as a .FBX file.
The textures are saved as a .dds file. You'll need a DDS Viewer to open them and export them as a .jpg or .png (I don't think Cities: Skylines can read .dds files).
The CIM models are packed in .gs files in the game directory (C:/>ProgramFiles(X86)>Steam>Steamapps>Common>Cities in Motion or C:/>Users>[Your Username]>My Documents> Cities in Motion). Most of the models are in the objects.gs file. The GSFileViewer can open those files.
Once you download that program, run it and click Open GS file..., then navigate to where those gs files. Once the program finished loading the file, expand the .gs file and you'll see many different folders. These folders contain everything from the models to the textures.
