The Rose Otto doesn't work exactly as published but works nonetheless.
What I found really amusing was having a Bulgarian Rifleman with a 73 combat strength in the 1400's... it definitely pays to have a happy civilization with these guys lol
Basically, the WLTKD rose field is a different improvement, and it replaces the usual Rose Field at the start of a WLTKD. It seems like i forgot to get a code for the WLTKD Rose field to give you a rose otto luxury.
First of all, Very nice MOD, one of my favorite Civs.
There is a problem regarding the Rose Otto luxury. I tested the rose field improvement and tried to produce at least 15 Rose Otto luxury (60 fields) to use as a trade in civs. One thing I noticed is that I start to loose the resource once a city starts the WLTKD. While providing double bonus to the city I loose the luxury as a result.
When I try making rose fields outside of city radius (cannot be worked on but still inside country borders), they do produce the luxury.
So my observation is that the problem is in rose fields that are producing extra bonuses are somehow different from the regular ones. Rose fields without WLTKD produce the luxury and when the city celebrates, no luxury.
Hope you can test this to confirm.

I think the reason most modders don't do strategic is because its pretty lame (i don't mean to offend any toasters out there)
Difficult to plan where to station workers when I can't really tell what improvements exist. I guess I shouldn't be playing on strategic, but I shouldn't really be playing on a toaster either.
I really like the mod, nice job. There is only 1 thing I could suggest, is it possible to change the texture and names of the Bulgaria Roses files so that they don't conflict with the extra luxury mod? I was looking at your mod and it looks like you would have to get into the gr2 files somehow and change the texture names to something else.

I have tried to civ out, although I may work on it towards different victories and time lengths.
Also, the summary of the civ has a fair amount of typos. I'd advise reading over it again.
Definitely interesting, although I wouldn't say 'don't be scared to go to war if you feel you have to' is very accurate for the direction the civ has had flair in, as a domination victory is a very liable strategy for the units, improvement, and UA combined.
If this isn't the intended direction, I'd like to see each puppeted and razed city having a negative impact on your unit's strength regardless of happiness, and the rose fields bonus being trimmed if you house a large military, are currently razing a city, have negative happiness, etc.
Only buildable ON ROSE FIELDS.
Err.
To balance it, its only buildable on flat grassland.
