Excellent mission and an even better showcase for latest sound changes. However, you should use BIS_fnc_endMission to properly end the mission.

You dont need to get to a specific Laptop or anything you just have to clear the area

If you start the Mission by Radio (type 0,0,1) they get fuel automatically íts just removed so the boats dont start driving before you want it
