Love this mod. The whole Long John Peter had me going for a seafaring nation while i was playing. I really like the Great Dictator but i think the bonus it gives could do something else like maybe being used to grant large influence with city states. If your going to make it like venice then maybe the Great Dictator could do what Austria does and a city state becomes part of your empire once your allies with it.

I'm not too fond of modding Lua by myself, but some functions are quite possible to do so:

Power to annex property, or use other people's property without owning it:
JFD has released Vladimir Putin's Russia, and it has codebits regarding taking other people's tiles. with your reddit suggestion this should requires Little Tweaking to do so.

Diplomatic Immunity to City States:
Another civilization has this trait, but I've forgotten which one.

Great Dictator can give more Tourism when Creating Great Writing:
This does require some Lua coding. Nothing too hard, but from the IPad I'm currently Writing I can't Look at the Lua Code yet. There's the Futurism Police from Autocracy though, if you like to take a glimpse at it.

Well in that episode, they ran out of food so you can cut that abit. And you can improve relations with other civs or city states, due to Peter's friend making with Iraq & such.

I love how somebody finally made Petoria into a civ! Its been a nonworking city state for so long.

You should make Petoria have the Venice trait, where it can only have 1 city. Besides that small thing though, this is a really good mod. And you could probably find a cannon model on the Civ forums
