If you could explain the reason for why you write the lines ARC and HS. I just really need help and can not get the custom models to load in game properly.

Can you make heads for other characters from Neptunia?
Likely yes, but at the moment I'm working on a less head focused mod due to the new DLC (Anarchy's Children) adding new female torsos that I can't really mesh with these heads too well.
Due to the new prop slots I might be able to start porting the torsos into the game, which would circumvent a number of current issues, but for now I'm going to let the DLC settle in for a bit to make sure nothing happens on the heads front between now and the near future.
I'll try adjusting the necks and making them fit the default head necks a bit more for the next update.
And yeah, Pururut now looks proper there. ^^
Until someone makes a mod to allow an artist to add a new soldier gender easily, the necks are going to have to have this illusion of length. (Annoyingly the case, because I do notice the issue as either being the neck not stretching out like the default, or the head position being off.)
I'll try taking a few screenshots later at different angles to give a better idea of what the necks look like, as from most angles I feel that they aren't too noticably slim, but in the armory it does become a bit more noticeable. (2/2)
To be honest I keep going back and forth on if I need to shorten the necks. (Thickening them actually causes the heads to look a bit unsightly/creepy/more obviously a fake head, in my opinion) In-game they do seem too thin/long, but if I try to edit the model the neck seems perfectly sized.
I believe the issue lies in the fact that I didn't make the necks stretch out at the shoulders/ribcage/spine like the default heads do, allowing you to see deeper into the torsos, which in turn causes the necks to appear slim due to the extra visible length. (They actually stetch to the base of the default neck, so I believe this is the likely cause of the slimness)
The invisble head also doesn't hide eyes and teeth, due to those being coded into the female/male soldier genders, so I had to put the heads in pretty careful spots to hide them without clipping. (1/2)
