Otherwise, this is a very solid Civ, the AI Niko had pretty much had half the City States under his thumb, good job on this one mate :)

The ability needs to be seriously adjusted as it is far too overpowered.
The Police Maverick is a good unit idea, but, and this is just a personal sentiment, I feel that a police helicopter should not be stronger than a fully-equipped military helicopter. Perhaps make it cost no aluminum, faster to produce, but weaker than the helicopter gunship.
Bellic Enterprises is another good idea, but, like most things of this mod, is overpowered. +5 gold? Far too much. If I were you, I'd make it replace the bank or stock exchange instead (since this is a very modern-central civ) and give a unique promotion, something like Roman's Cab Service.
All in all, it's a good idea that is so far rather poorly executed. I have high hopes for this mod's future, though.

okay so: if you have a positive UA for one victory, and a negative UA for another victory, they don't mesh and thus they don't change the balance of either.
