@SnubbyDoody97 Shader Detail must be set to High for bump maps and Phong/Specular reflections. If you want particular settings unchanged and have an autoexec.cfg put mat_bumpmap 1 and mat_phong 1 in it. Specular is enviornment reflections (cubemaps). You can do without these for performance sake as they don't add much visually. mat_specular 0 disables specularity/environment reflections.

Also, i saw the video and the subnub texture is exactly the same as the one on the video, so im confused

where exactly should I set it to a higher visual setting, like what specfic setting should i do in video setting

From what I know, the "shiny texture" (read: normal map) isn't rendered on very low visual settings. Try bumping it up a notch to see if it helps.
