Yes. All voice packs are, they won't have lines for WotC-specific actions or be usable by the new Hero classes though.

Do you have plans to port over some of the other unit voice lines from Company of Heroes? It's interesting that some of them, like the U.S. riflemen from the first CoH, already have both loud and whispered versions of acknowledgement lines, suitable for XCOM 2's concealement.
I've managed to replicate the soldier look pretty well by using the NCR Helmet from the Fallout Pack and brown BDUs from the MGSV BDU Soldier Customization Pack.
