Eine wirkliche Funktion hat das Gebäude nicht,aber ich würde es sehr vermissen es nicht auf eine Anhöhe zu stellen für ein alternatives Kleve.

Really not?? For me it's under "Level 2 Unique Buildings". Though, I'm not very sure how to change this.
But it should be there at least..
