Do you have the required official DLC? I am sorry, I can't add them to the list on the right, but they are still required.

All countries start with almost no units at the mo, we wanted to make people oversee their own military production and decide whether to focus on improving production, economy or churning out units.

The problem is that JFD changed the ID of his Italy mod in v4. Our maps look for the new ID, but when you use Italy v3, you have the old one. So the map cannot find the Italy civ. If you don't want to use CP, get the non-CP version of Italy mod (link on the Italy mod page).
The old map version does not include Yugoslavia as a playable civ I think (maybe wrong), but if you get the non-CP version of Italy, you should be able to use the newest map version.
@Konor Did you get a beta version of the Community Batch? If you get the latest stable version, that should work. Alternatively, try getting the non-CP version of Italy.
@Brodoure We are planning to add American support for the allies in a future update. But things are going slow at the moment because la-lyre-noire and I are both very busy at the moment. The next update will (probably) come in August.
It's not all bad however, we are trying to find replacement civs so that these DLCs will not be required in the future.
About More City States: That mod is blocked because it conflicts with this one. It just means you should not enable it.
List of missing dependencies/references: JFD's Kingdom of Norway (v.6), and Blocks More City-States (BNW) [whatever that is].
List of installed and active DLC: Gods and Kings; Brave New Worlds; Conquests of the New World Deluxe; Explorers Map Pack; Genghis Khan's Mongolia; and Scrambled Nations pack.

You are not supposed to start with a lot of units, you have to build up your forces and production capabilities.
