it doesn't let me spawn any dealers. it just tells me i'm not allowed to use this tool.

Guys you need to buy the Main Addon :DD Its only the content for servers(textures and something like this)

nanights98 not possible but you can make a Garage NPC that only sells vehicles, add a vehicle to that dealer (noone can buy it) and give the car via the admin menu, that way he can spawn it
