in the game open the content manager and goto community tab and UGC it should be listed there just enable it in there

to have the model in the game go in social down-right of your screen in the game then go to UGC and activate the mod then go to decorations and at the right you have UGC then you can place it in your park

It's a really nice looking building, but when placed in the game it seems a little over-sized. But other than that it's nice work!
