Move the file you downloaded to:
MyDocuments/SavedGames/SpeedRunners/CEngineStorage/AllPlayers/Trails/Local/Import

how do i put in folder

When you got them downloaded and put into the folder, restart the game and when you get to the screen to select your runner, skin and trail. I should be in the list of trails.
