What about;
+30% Fire rate
+100 more ammo
-Walk 100% slower while spinning
-Walk 25% slower in general

Would make heavy more of a mobile turret.

-25% Movement Speed
+10% Damage

Similar to Brass Beast

Here is my idea of the stats:
+45% more damage
+Low bullet spread
+Fire rate increased 35%
+200 more ammo
-Walk 25% slower

Accutally its not in the game an looks nothingv like the Brass Beast so why would you say that besides the Brass Beast isnt that much bigger then any other mini gun.

Stats should be:
+45% more damage

-Cannot replesnish ammo

50%slower spin up time
-50%movement speed
+45%damage to little man(i mean people with less health)
when spin up the blast ya bar fills up when it fills the wep gets crits and faster speed
cant ba crit boosted
no random crit

i got an idea for Weapon attributes on a Minigun like this.
- -25% Damage on Startup
- -25% Weapon Spread
- Weapon charges up on hitting one single target
- when target is NOT hit for 0,5 seconds (maybe more or less, needs balancing ) the charge is resettet
- when target is hit for 75 Damage (maybe more or less, needs balancing) the weapon will fire minicrits on that single target

Pros:
- Taking out high-health enemies like Soldiers or other Heavies
- Taking out one enemy after another
- Better aim on middle Range

Cons:
- Taking out Sentries
- Firing on groups of enemies
- Taking out low-health enemies
