If you click that you can then click Remove under the item

On the purchase page it says
'this item is considered an "in-game item" for the purposes of the Steam Refund offer'

So i assume that this means that you can refund the purchases.
If you read this page it will tell you how to request a refund

After you purchased the trail, when on the Lobby screen where you can select your character and skin, above the Skin button is a Trail button.

Yes, when you equip it on the character select screen, in game everyone will see it.
