Great idea, also make sure that:
1) the plane gets instantly destroyed
2) increase of combat efficiency of maybe 20% to all of your units (war on terror)
3) 1+ for all oil resources for 10 turns

you will need lua for this

You should make it that if the city gets attack by a plane, the wonder dissapears and your empire gets 15 unhappiness for 5 turns
