In my opinion would have been better to make it play only in some situations, but I don't know if it's possible to set this in the mod files. I mean, like when the truck arrives at a Lumber or a Log Kiosk areas, or in a garage, or when it cross a river, treating these as contaminate areas.

Open the archive with 7zip or similar.
To see if the archive is the correct one, open the xml file called 28251c5e with a text editor and look for the name "Type B-131 Chernobyl".
Inside the archive there are three folders called Classes, Billboards and Sounds. Inside the folder Sounds select all the .wav files with the name u27a2aj_ and delete them.
The crackle sound should be gone now. Try in game.
This truck remind us the tragedy, and in France too, we were concerned by the radiations. Your truck is a small part of the tragedy wich touched so many people. Respect, and thanks for your creation, it's perfect! And as someone said, it would be great to have a map of Tchernobyl: what a sensation would it be to drive along the roads and streets where all that happened...
